Stories circulate about Eastern European countries where you can walk into the town hall to just buy a driving licence.
"One Friday, an applicant came to us with a category C driving licence.
But we needed someone to drive with a trailer, for which you also need an E licence," says S'Jegers.
"The following Monday, he walked in here with that new driving licence."
Tractor = truck?
In Bulgaria, you can ask any farmer for a certificate stating that you have driven his tractor and trailer.
"With the farmer's certificate, you get a driving licence for a truck."
