Who or what is the hierarchical line?
Definition according to the Code on Well-being at Work:
“all workers designated by the employer who exercise part of the employer's authority over the workers.”
So not only the employer themselves, directors or executives, but also foremen or team leaders.
Tasks of the hierarchical line
The hierarchical line is responsible for implementing the well-being policy, under the final responsibility of the employer. Managers do this within the limits of their competence and level.
In the Well-being Act, the hierarchical line is given a number of specific tasks (Art. I.2-11)
- Formulating proposals and advice to the employer within the framework of the dynamic risk management system
- Investigating accidents and incidents that have occurred at the workplace and proposing measures to prevent such accidents and incidents
- Exercising effective control over work equipment, collective and personal protective equipment and the substances and mixtures used in order to identify irregularities and take measures to put an end to them
- Detecting the psychosocial risks related to work and ensuring their timely treatment
- Obtaining the advice of the prevention and protection services in good time
- Checking that the distribution of tasks is done in such a way that the various tasks are carried out by workers who have the required competence and have received the required training and instructions
- Ensuring compliance with the instructions that must be provided in application of the legislation on the well-being of workers in the performance of their work
- Ensuring that workers properly understand and put into practice the information they have received in application of the legislation on the well-being of workers in the performance of their work
- Organising the reception of every new worker and designating an experienced worker responsible for guiding them
