WHAT TO EXPECT FROM THIS IS-031 ROTATING TELEHANDLER TRAINING?
For the IS-031 rotating telehandler diploma, you have come to the right place at Normec Praxis!
The IS diplomas are essential in the petrochemical industry and port companies.
The training can take place at your location or at one of our partner centres in Flanders.
The number of training days depends on your experience and competencies.
If you pass, you receive the official IS-031 diploma!
If your sector or client does not require this specific diploma, then follow our standard rotating telehandler training or rotating telehandler competency test.
The aim of this training is to work efficiently and safely with the rotating telehandler.
ADMISSION REQUIREMENTS
- Experienced or not? Every operator of the rotating telehandler is welcome in this training!
- Be at least 18 years old
- Identification possible by means of an identity card, passport or driving licence
- Have a declaration of medical fitness
- The participant has command of the language of the examinations

- Employees who hold a certificate “IS-032 Working with a rotating telehandler with lifting function” are deemed also to meet the requirements to work with a:
- rotating telehandler, in other words they do not need to additionally hold a certificate “IS-031 Working with a rotating telehandler”
- fixed telehandler, in other words they do not need to additionally hold a certificate “IS-003 Working with a fixed telehandler”
- Employees who hold a certificate “IS-031 Working with a rotating telehandler” are deemed also to meet the requirements to work with a fixed telehandler, in other words they do not need to additionally hold a certificate “IS-003 Working with a fixed telehandler”.
TARGET GROUP
Employees who have to work with a rotating telehandler and move suspended loads with a suitable lifting device on a company site or in installations. Where the tasks have a certain degree of difficulty, such as:
- Stacking at a distance and at height
- Driving and stacking in a confined space
- Under time pressure
- In the vicinity of important installations
- Intensive loading and unloading of trucks
- In places with the movement of people and/or other means of transport
For employees working in the (petro)chemical industry, this examination must be taken at an accredited centre.
AIM
Learning to, in an effective and safe manner with a rotating telehandler:
- Move around in an industrial environment
- Pick up loads at height and/or at a distance
- Move loads safely and effectively
- Set down loads at height and/or at a distance
- Load and unload a truck safely and effectively
ACTIONS, NOT WORDS!
- A full day of training lasts 7 hours by default, unless otherwise stated
- One or more days of tailored practical training
- A lot of experience (1 day) / little experience (2 days) / no experience (3 to 5 days)
- Theory examination + practical examination
- Every participant who passes receives the official ROTATING TELEHANDLER certificate
- The certificate is valid for 5 years and is registered in the Normec Praxis certificate portal
- Every participant who passes receives the Besacc-VCA diploma IS-031: working with a rotating telehandler
- The diploma is personal and states the high-risk task for which the participant has passed
- The diploma is valid for 5 years and is registered online at http://besacc.epyc.eu/diploma
THEORY ASSESSMENT CRITERIA
The candidate can:
- Explain what a telehandler is and know the various applications
- Name the work for which a telehandler can be used
- Recognise related means of transport for horizontal and vertical transport
- Name aids for horizontal and vertical transport and the handling of special loads
- Recognise various types of pallets and storage methods
- Explain important concepts regarding the construction of the telehandler
- Correctly interpret the basic regulations for the use of a telehandler
- Correctly interpret the safety rules and the traffic rules
- Name the factors that can affect stability
- Interpret a load diagram
- Name the components of the start-up check
- Carry out a Last Minute Risk Analysis (LMRA)
PRACTICAL ASSESSMENT CRITERIA
- Carry out the start-up check (checklist)
- Perform a slalom forwards and backwards, with 4-wheel steering
- Drive forwards and backwards through a narrow passage
- Pick up on the forks, move and set down a high load
- Set down and pick up various loads on the forks at a height
- Sling a long lying load, min. 4 m, upend it and set it down in another indicated direction
- Park the telehandler at the designated place

WHAT DOES THE LAW SAY?
Mobile work equipment with its own drive may only be operated by workers who have received adequate training for the safe operation of this work equipment (Codex book IV, title 3)
As a safety function is regarded any workstation where work equipment is used, where motor vehicles, cranes, overhead cranes, hoisting devices of any kind are operated (Codex book I, title 4)
